Abstract

As I have stated in the conclusions of my previous research work the objectives of the regional integration should not be only economic, specially in Latin America but should also take into account those identified in the Millennium Summit, among which "to erradicate poverty and hunger heads the list". Regional integration among Mercosur countries can contribute to meeting this objective though trade and economic relations. The challenges facing the world today do not have as limit the conventional boundaries of each country that cannot stop the advance of situatios that only be solved through international cooperation. It woul be unrealistic to pretend to be working for the common good, but if there is complex interdependence between the parties by which any of their actions affect the other in spite of national sovereignity, it will be necessary to adopt actions and norms previously arranged. The southern hemisphere countries with export capacity of raw materials or manufactured agro-industrial products can provide solutions. It is desirable a complementation between them to cover the deficit: research and technological imputs promote these goals. Can our discipline, the law, represent a contribution in solving the problem? We believe that all social relations both between the frame work of nation states and internationally relation requires the adoption of legal norms to regulate the behaviour of those who wield political power and those who have economic power. Argntine has a few options to improve its economic situation. The export growth is a viable alternative, trying to gain more and more ground in the international economic community. Knowledge of the standards and requirements of food security is not only of interest to the country and its surrounding region but also to the countries that import its products.
