Sumary
This paper proposes an exploratory work tracking cognitive levels of parliamentary debates on occasion of the legal emergence and institutionalization of MERCOSUR. In the framework of possible articulations between law and politics, we propose to reflect on the impact (transformation, continuity) of the process ‘MERCOSUR’ in the semantic dimension of nation and integration categories. The task of underlining the native uses of both terms in the speeches of parliamentarians from Argentina, Brazil, Paraguay and Uruguay is an attempt to make explicit certain connections between the level of national discourse practices and regional action, being that action is inseparable from the symbolic and cognitive levels that engender it.
The hypothesis that motivates this work affirms that the pitfalls facing MERCOSUR region, besides the strictly economic or commercial ones, come from the obstacles that are hosted on the discursive level of its operators. A better comprehension of the beliefs, values and interests that nderlie MERCOSUR’s formal law would improve our understanding of its regional strategies, at the same time that emphasizes the fact that regional integration is not an anonymous process nor self-sufficient in its economic rationality, but is inserted into ideological, political and legal structures that frame it and complete its meaning.
