The present work examines the interpretation and the significance of article 124 in 1994 Constitution about a singular aspect: the knowledge of the Legislative Branch in this matter. For this purpose, we will make an answer like: it's an information or notification? Must be performed prior to the negotiations or even previously to these? the manifestation of Congress must be expressed? What are the consequences of this noncompliance? |
