Sumary
The article analyzes and makes a balance on the constitutional reform of 1994. Starts out from the idea that constitutional reform is not a negative element but it shows the health of the system itself. Concludes that the constitution amended in 1994 is a “non-effective” constitution, either by deficiencies in policy formulation, or because executive Power has delegate too much power to the Congress. It is also understood that with respect to constitutional power, unfortunately the anatomy was not altered. With the excuse of congressional modernization and transfer of powers, everything was left untouched |
