Sumary
The argentinian electoral reform of 1912, provoked the development of the political system. Once
the first president elected under the legal disposition of this norm in 1916 -Hipólito Yrigoyen-
the UCR began to develop the attempt to extend the social basis of the State in order to obtain a
major legitimacy of the goverment.
Besides, during the beginning of 1915 and beyond a new division of the labour movenment, the
hegemony of the current syndicalist was consolidated in the interior of the professional
associations, which its main purpose was the acquisition of progresive improvements through
negotiation. Precisely, the syndicalists begin, gradually, to understand favorable the legislation
that regulates labour.
This new tendency is coincident with the purposes and aims of the radicalism, and, an “implied
deal” is established between them, with the purpose of obtaining political benefits, on the part of
the goverment, ando to obtain improvements towards its affiliates on the part of the worker´s
associations.
In this way the relationships, which some author judged as “corporate”, were established between
the State and certain worker´s associations, which their means of mediations accured out of the
democratic system (as the formation of political parties and parliamentary debates). This new
reality caused heterogeneous politics and peculiarities to the concrete caso that were seen
reflected in the treatment of the social legislation. |
