behalf the common wellbeing.
In fulfillment of the national Constitution several rules have been passed and a few government
programs about transparency and access to public information have been developed. In the debate of
if is Law the epicenter of the social and cultural transformations in public management or are the
social transformations in practices which build the basis of Law? I question if the transparency
programs are only valid if they represent the outcome of a legal process or those programs, even
though it’s legal reception is still pendant, are effective indeed? The present analysis will be a
study of transparency and access to public information in the ambit of the House of
Representatives. |
